SOPER PLACE PENRITH NSW

As part of the Penrith Community Plan 2017 Penrith City Council sought to deliver three multi-deck carparks across the city to provide parking that will meet the needs of the City. The first site is to be located at Soper Place on Council owned land which was identified as being part of a wider ‘Key Site’, requiring that a design excellence competition be held.

To assist in this process Penrith City Council engaged Russell Olsson of OLSSON Architecture & Urban Projects as the Competition Adviser for the Soper Place Carpark Design Excellence Competition. Russell worked closely with Council planning staff to ensure the Competition Strategy Statement identified the key project objectives. These included establishing functional requirements and key initiatives in sustainability, public realm design and landscape, and ensuring the outcome will satisfy the community needs from the wider Penrith municipality.

Having established the competition strategy Russell, with the assistance of Council planning staff and the GANSW , prepared the Competition Brief for the 2 stage competition. The competition ran between August and November 2019. Three teams were shortlisted from an initial 32 Expression of Interest. Over a 6 week period the teams prepared a design for carpark, commercial space and public domain. The designs were presented to a Jury and the winning scheme has been selected and announced. OLSSON is proud of the role the company has played in forming the framework and implementing the Design Competition which has helped guide the development of this important piece of community infrastructure to date.
